If I was outside the exclusion zone, they would have had a hard time
stopping me. I assume any secret stuff would be covered up.

There's a physical exclusion zone defined by interlinked floating
barriers. You could be shot at for trying to breach that. In
addition there are exclusion zones for things like photography and
"hanging out" that are defined in obscure government CFRs. Boaters
have gotten in trouble up in Groton, CT for taking photos of subs
under construction even though they were in the navigation channel.
