actually, Trump. We should have known Trump cannot plan. He was unable to plan his own transition to presidency. Initially had Christie running the team, and would not take any advice from him, then when he accidentally won, fired him and put together a slapdash transition team whose advice he barely followed. Same with inauguration. Never put together a plan, what plans were offered were nixed all the while with the inauguration team stealing money from the fund.
