NOAA weather is on 162.400, 162.425, 162.450, 162.475, 162.500, 162.525,
and 162.550. VHF FM frequencies. If Scott was touching the mike, then
it was for his VHF FM radio. Please list the AM frequencies.

What you experienced was static buildup in and around
the antenna. It probably was due to the solar flares. NOAA
comes in on the AM band so it is subject more to this kind
of interference. Your body when touching mike acted as
a damper to remove some of the interference from around
the receiver.
