VHF Q? Bart?
Coronal discharge of the antenna tip or failure to provide a dc path from
the antenna "hot" to "cold".
Earth ground or water ground does very little for a VHF radio. The whole rig
can "float" and work great.

I'd suspect a bad ground somewhere, remove and clean all connections,
replace
same and tighten well. Are you using any of those automotive type crimp
on
connectors?
