More in a serious vein (well, about as serious as I get), I wouldn't
recommend running any engine with no water to the pump. Even for a
few seconds. It doesn't take long to toast those impellors.

I'm wondering if it has more to do with a fuel problem, and tilting
the engine somehow either clears the carb or "resets" a sticky float.
Just off-hand guessing...
