Only partially true, Vito. While the first 10 amendments were intended
only
to restrict the power of the federal government, amendments 13 through 15
were intended in substantial part to restrict the power of the states, as
well as to confer on the feds the ability to enforce those restrictions.
That's why the 14th says "No state shall make or enforce any law which
shall
...", and why the final clause of each of those amendments says the
Congress
shall have the power to enforce those provisions by appropriate
legislation.
