Nah, it's more like this. You live in a culture that considers breasts to be
sexual organs. The women that display their breasts at your beaches consider
them sexual organs. They derive their image of what breasts should look like
from the popular media, which generally only shows _perfect_ breasts. Ergo,
the women that display their breasts on your beaches are the women whose
breasts more closely resemble what is considered to be the norm. Maybe you
haven't seen enough breasts in the flesh, so to speak. If you go to a public
beach in Germany, for example, you might see breasts that more closely
resemble the norm.
