So how'd this happen? He had an appartment "arranged for him"...and he
was just a few blocks from a shelter where he could stayed.

He is one of the thousands of mentally ill homeless who live on the edge,
until they die, and who need benevolent care or at least heartfelt
oversight to help them make it through life.

Perhaps you could volunteer to donate some time and services through a
homeless shelter and thereby learn something about the have-nots and some
of what ails them. I'm sure their dental health is abominable.
