When our kids were very young we had a special type of life jacket
with a round, very large, flotation collar. We never tested it by
throwing them in but it looked like it would get the job done.
The kids hated it of course, and it did look uncomfortable.
Heads up jackets. We had them on our kids also. Bulky but they got used to
them.
