The newsgroup charter means little.

Hate to tell you self appointed newsgroup police but the charter for
rec.boats.cruising says absolutely nothing that prohibits announcements of
services or websites.
http://mailgate.supereva.com/rec/rec.../msg63881.html It only
prohibits for-sale posts.

It is unfortunate that he posed it more than once but this post was
entirely within the permitted use.
