In the US, operating a business while insolvent is not a crime, and
is not in and of itself fraud.

Good thing. Otherwise the airlines and all sorts of other industries
we depend on would be dead.

It appears it isn't a crime to steal either, as long as you get over
some threshold of around a billion dollars.
