The only requirement for an engineering licence was to be certified as a
"Professional Engineer" or "PE", the qualifications of which allowed the
PE
to "stamp" or approve drawings or designs within his/her licenced
engineering disipline, if required by local codes. The requirements for
a
"PE" stamp for an engineering project are in the minority of most
routine
engineering tasks.
Whoever is claiming that all "engineers" must be licenced to be
legitimate
or legal is blowing wind out of his/her rear.
