Be honest, what axes are you looking to grind with this "effort"? Whose
child/spouse/relative got themselves killed by being an idiot and those left
behind are now chanting for reform?

Call me mean, cynical or whatever but I find it rather unlikely this is
actually about 'safe boating'.

I lobby for the reform of recreational boating when I am in my
Washington DC office each month.

Were is a summary of these proposed reforms posted online?

I need additional information about
any tragic boating event.

Why on earth would we help you LOAD the gun aimed at boaters? No thanks.

The information provided would assist greatly when continuing efforts
are made to convince the federal regulatory agency and the congress
that something must be done to prevent exposed propeller strikes as
well as other necessary reforms in boating.

And what you have "done" to reform this? I daresay in these days of
skyrocketing fuel expenses you're going to get NO sympathy by talking about
things that restrict effective propeller action. Here's a tip, stay out of
the water when there's something with a prop nearby.

Otherwise, go back to peddling influence and stay out of newsgroups.
