The vendor can't say?

It should lock on and "follow" any satellite in it's frequency range
out to the limit where it is above the horizon. In Europe, you will
need to find a satellite sending in the same frequency range as you
could expect to see from here. You may need two, each covering the
blind spot behind mast, rigging, etc, with a diversity reception
option. You may need electronic compass correction for local
deviations. I would expect these options to be quite common, but not
neccessarily universal.

You will need further research.

Some satellite decoders would provide options. The satellite signals
are digitally encoded. You will need a service contract account with
the satellite provider and paid subscriptions to programming, etc.

Video transmit and receive system standards vary. Your receiver may
need to accept NTSC, SECAM, PAL formatted signals etc transmissions
decoded from the satellite receiver depending on the scheme in use in
that area and conversion options in the satellite receiver.

Don't forget the 50 / 60 Hz dock power problems.
