Why not, they are in search of a better life and they can only do that by
pirating. Dying from poverty or drowning at sea, either is an acceptable
risk to them.
Maybe set up an innocent looking decoy ship, except that once faced with
being boarded it can blow the slime right out of the water. Call it marine
training exercise.
I am sure the way these people live, they would find a way to kill and
pirate all the same. It is why their country is poor in the first place,
uncivilized.
