non harbor Mooring rules or permits Southern California, need info
It's nearly impossible to get a permit to put out a mooring any where in
Calif..
The ones you see are probably club moorings or 'grandfathered in'.
Even if you could get permission for a spacific area, it would have to be
put down to meet a specific design spec.. It would cost more than your
boat, to have a floating crane, etc. put down such a mooring. Usually it is
a 2000# block with 3" chain and then a 500# block with the mooring penant to
the bouy. (that's the spec. for a state approved mooring in WA.)
Usually it will be some local harbor or port authority that would regulate
this but since you mention Pt. Dume, I would suspect it would be some
coastal commision or Dept. of Natural Recources.
Unless you have a lot of money or political clout, I just don't think you
have a chance.
In most So. Calif ports, you not even allowed to free anchor for more than a
day or so (if even that).
You have to understand, they want you to spend you money at those marinas.
Sorry I can't give you much more encouragement.
