The Clintons have gone out of their way to make the appointment public
and appear to be all but certain..... without actually waiting for
Obama's team to formally make a decision or announcment.
Big Bill has already agreed to cooperate fully in the vetting process,
and Hillary's staff has routinely leaked that the process is well
underway.
If he choses Richardson or someone else instead, the Hillary followers
are going to scream bloody murder. Dissed twice.
They have him boxed in pretty nicely.

This is really funny. When you are vetted by the FBI for a high level job,
all manner of people are contacted about you. There are dozens of people
who have been contacted about Hillary for this potential job. But Hillary
or Bill leaked it. Right.
Do you seriously believe the vetting process for Secretary of State is the
same as an FBI background check for a security clearance? Come on Harry,
you know better than that.
Obama's cabinet selections and considerations should be highly kept secrets
until ready to be announced, especially for jobs involving national
security. Obama should know that. The Clintons should know it even
better.
It's a power play, and what makes it sickening is that it puts individuals
(Hillary) before the best interests of the country.

The FBI vetting process for high level appointees involves interviews
with people who know the prospective appointee. There's no requirement
the interviewee keep his or her mouth shut in the FBI interview.
One of my old buddies was "vetted" by the FBI in the 1980s for the
number 2 job at the USPS. I was interviewed about him. I wasn't asked to
not mention the interviews. Perhaps the process is a bit different now,
but neither the government nor the FBI can compel secrecy on a vetting
matter.
