It sure doesn't look like rocket science. First idea I had was to tape
the heater to a boat hook to reach the high spots. A ladder or
stepladder might do as well.

Just don't bring the plastic snug against any painted surfaces or you'll
have pitted paint in the spring. The plastic traps humidity in the paint
and the paint blisters -- even Awlgrip and similar.
