I wonder if Herring considers white babies more or less unwelcome than
black babies. Should that enter into a prospective mother's thinking
when considering what chances her child has in the world vs. having an
abortion? What are the relative chances for adoption or will the
child more likely go into a life of foster care?

Herring likely doesn't think that far. As long as it's not his
personal problem.
