I'd guess Governor Scott nixed the project because he couldn't figure
out a way to personally benefit from it.

The Florida Department of Transportation wants the project. Of course
they are going to say that it is going to be profitable.

Go out and get an independent review of the project to corroborate the
Florida Department of Transportation's numbers.
