with a "bilge sponge?

You're talking about a thing that looks like a giant tampon?
They
actually come in other configurations too.
It's an oil adsorbant. They don't hold water, but they do hold oil
and even fuel. They help mitigate pumping oil out with water through
your bilge pump.
Some advice - take it out whenever you clean your bilge if you plan to
use detergent (bilge cleaner). They won't hold oil if they get fouled
with detergent/soap.
