It must have legs. The front would fall down without legs. And you couldn't
hook up to the fifth wheel. But if it hooks on with a fifth wheel like I said wouldn't
that make it a 29 wheeler? But, wait. Don't those fifth wheel thingies that hook two
trailers together have wheels of their own? I've seem them like this.

Tractor with fifth wheel---trailer---rolling fifth wheel---trailer.

But, you didn't say two axles on the front and two axles on the back. It could've
had four axles on the back and none on the front, couldn't it? The call them low boys,
don't they? They carry Caterpillars and other real heavy stuff on them.....
