From: "Nigel Rudgewick-Brown" This may be of use. I had a 2 cylinder Johnson that would do the opposite (run on 1 until the second came on after 20 minutes). It was a broken coil winding that made contact when hot. Maybe yours makes contact when cold? This is a V4 configuration engine and runs fine for about 20 minutes from cold and then looses power on one of the cylinders and continues to run on three cylinders Is it possible it's only running on two, I think there may be an override that kills two cylinders if it overheats.
