I heard some commentator says that the Bush Admin welcomed the tanking economy because it would prevent Obama from implementing some sort of national health insurance program. And spending the country into near-oblivion was one of the tactics of the Reagan administration, too, with the Reaganites thinking there would be no funds available for needed social programs. I don't know that the Bush comment is accurate, but there have to be some reasons why his administration screwed up just about everything. Did they "screw up"? Didn't they, and their friends, prosper? Didn't they further their agenda? Their only "screw up" was to injure our country so badly that they've been so widely repudiated. For a long time they had the middle class brainwashed into believing their propaganda all the while eradicating and pillaging the nation's wealth. Follow the money. Plus during bad economic times military recruitment goes way up. So the military industrial complex benefits.
