Ok, they paid others to design and pave the ramp, then did the right
thing, get the freak out of the way.

Actually Boaters paid fees for the ramps.

Didn't say they were not taxed. *Just that keeping government away from
the ramps is a good idea.

The ramps at Carlyle Lake are controlled by the Army Corps of
Engineers and they have done an excellent job of building and
maintaining the ramps, so how do you keep them away from them?
