The bottom 80% all have a smaller tax liability. And within that top 20%, the top 5% is the only segment who's liability went up, meaning if you made $136k or less your liability stayed the same or went down. So, the top 5% shoulders a larger percentage of the tax burden after the cuts than before the cuts.
