"accountant" can mean almost anything.

Yes, I have a bookkeeper and a CPA. In the states, if you're not a
CPA you cannot certify financials and I think there's some restriction
on filing taxes on another's behalf. Former CPA's can get in this
position by failiing to keep up with the continuing education required
to maintain their certification.

I don't know what the restrictions are for an accountant doing others'
taxes. I know they can do them, but that's about it. Personally, I
only use a CPA. They have, as you said, the required continuing
education. Of course, even CPAs can make mistakes, so it's a good idea
to question anything that isn't absolutely crystal clear.
