There's no secret about what caused most of the drop in New York City.
Starting in 1994 with the election of Mayor Rudy Giuliani, NYC adopted
a tough minded policing strategy where laws already on the books were
vigorously enforced, and new management strategies were employed to
ensure that the police were deployed when and where they were most
needed. It sounds simple and obvious but for years NYPD officers had
looked the other way while petty crime was running rampant. Mayor
Giuliani correctly observed that for the most part, petty crimes and
serious crimes were being committed by the same people.


I like the idea of policing laws already on the books.

But it doesn't make big headlines in the liberal press like Maryland's new gun-control law. Now
they've doubled the amount of things needing policing, so everything will get half as much
attention. Stop the ****, drugs and illegals, coming across the border, and I'm sure we'd see some
big drops in shootings.
