In other circumstances, the separate but equal thing applies to them. It all depends on who they want to blame. In regards to the money, Congress is more equal. They got a SCOTUS ruling years ago that the Executive Branch had to spend every penny Congress allocates. Previously, the President/executive branch controlled a lot of over allocation by just not spending the pork. |
