I have an 89 johnson 175. When I go to start it engages than wines, engages

Is it engaging or not?

If its engaging, but dropping out when the starter starts spinning, it could
be a low voltage problem.

If you are sure you have good juice to the starter/solenoid, I would suspect
the solenoid, but the only real way to tell, is with an Ohm meter.
