Yeah, well, Clinton had a particular problem and a House of Representatives and a special right-wing prosecutor keeping that problem on the front burner for years. I'm pretty sure that the 37% number came prior to the Republicans gaining control of the House of Representatives. If you want a true apples to apples comparison, then let's look at Gallup's lowest-ever number for Bush: 40%...which is three points higher than Clinton's lowest approval rating. |
