Default Procedure of Buying a Boat in New Jersey?

I would like to know the procedure of buying a boat in New Jersey. I
guess this has something to do with transferring the title of the boat
(and may be the trailer) and register the boat under my name.

Is the following the correct procedu
- Ask the owner of the boat dealer to sign a
bill of sales of the boat.
- Pay for the boat and get the title of the boat
(and may be also the title of the trailer?)
- Tow the boat away.
- Register the boat under my name in DMV in
New Jersey.

My other related questions a
- How to make sure no one has a lien on the boat?
Is the lien written on the title of the boat?
- Is this procedure also applicable when we buy a
boat through a boat dealer?
- How does buying a boat from out of state change
the procedure in any way? Like when I buy a boat
from CT or NY or PA.
