to go back two terms to find the blame.

in Reagan territory, savior of all mankind, but especially rich
bankers
who robbed the American public blind.

What gets me is that the Republicans CLAIM to cut taxes. They don't.
They just shuffle money around to make it LOOK like they do. Take for
instance in GA. Up until Gov. Perdue took office, a Republican, we had
one of the best lottery for education purposes going. The HOPE
scholarship. Keep a B average in high school, you get first years
tuition and books paid to any in-state school. Keep a B average in
college, it continues. Worked VERY well.
When Perdue got into office, he almost INSTANTLY started putting his
slimey hands on the HOPE grants, and made new much more strict rules
and payment restrictions on it, using the money for other things.

I didn't ever say that it didn't. What I said was a lot of the
programs, and benefits of the HOPE were cut. Now, if you want to know
more, ask. I live here and have students in the system. If you just
think you know what you are talking about and want to act like an
expert on the GA lottery and HOPE scholarship, go for it.

The benefits have been cut slightly because the income generated from
the lottery has not kept up with the costs of education and the
students eligible for the Hope Scholarship, so to kept the Hope
Scholarship financial secure, they made some minor reductions in
benefits paid. It has nothing to do with anyone "putting their slimy
hands on the Hope money and using it for others things". According to
those who run the Georgia Lottery:
In accordance with the Georgia Lottery for Education Act and the Georgia

Constitution, proceeds from lottery sales have been used to solely fund the
following educational programs:

Tuition grants, scholarships or loans to undergraduate college students

and teachers who seek advanced degrees in critical areas of need;
Voluntary prekindergarten program;
Technology grants to train teachers in the use and application of advanced

technology and capital outlay projects for educational facilities.


Now if am I wrong in this matter I would appreciate you correcting me,
but it might be a more productive conversation if you take the chip off
your shoulder and learn how to discuss things in a more rational manner.

Georgia has HOPE because Democrats had the vision to support education
in innovative ways. And Democrats have the vision to keep the promise
of HOPE permanent."

And that is just ONE instance.

But it doesn't say any thing about Perdue putting his slimy hands on the
money and diverting it to other expenses.

The SAT scores provides a uniform bar to evaluate students test scores,
too many students were being given B grades who did not have the skills
to succeed in college.

What pet projects did Perdue raid the Hope funds? My understanding is
that this is illegal. Can you provide a link that discusses the
specific pet projects he funded by "rading the Hope Funds".

It spiked just after Katrina last year to just over 4.5%

4.15% in July 2006

2.06 in September 2006.

Bassy must have missed too many classes in Economics 101. ;-)
