Default Merc carb bleeding down - replace?

I've read that a leaking, or poor Needle Valve can cause a carb to
drop its fuel when sitting. The same culprit can also cause " loading
' or over supply of fuel when idling.
Casting Plugs usually come with a re-build kit. I am talking about
Walsh Plug caps.
